— 2024 Jiading Long-Term Care Insurance (LTCI) Random Observer Project Successfully Concluded

The Shanghai Jiading Kejia Social Work Development Center (“Kejia”), established in May 2012 by Shanghai Polytechnic Institute, is a non-profit organization dedicated to professional social work assessment. Since 2022, Kejia has undertaken Jiading District’s Long-Term Care Insurance (LTCI) Random Observer Project commissioned by the Jiading Medical Insurance Bureau. Based on the bureau’s requirements and years of practical experience, Kejia successfully completed the 2024 project cycle.
On March 10, the final review meeting for the 2024 LTCI Observer Project was held in Room 313 of Building 1. Attendees included Zhu Jianzhong (Director of Jiading Medical Insurance Bureau), Chen Yang and Cidan Zhaxi (Deputy Directors), Li Dongyan (Chief of Benefits Department), and Zhang Kaiyun (Supervisor of Fund Regulation). From Shanghai Polytechnic Institute, participants included Han Fang (Vice Secretary of the Party Committee and President), Kong Jin (Dean of the School of Art and Design), Peng Diangui (Chairman of Kejia), Hao Zhenjin (Vice Dean), Sun Hongping (Vice Chairman of Kejia), Lu Feijie (Project Lead), and social work students who served as observers.
President Han Fang highlighted the school’s rapid development and the active role of its social work program in serving the community. She emphasized that the LTCI project is not only a valuable platform for professional practice but also a strong example of using social work to serve people’s needs.

Director Zhu Jianzhong noted that medical insurance is key to safeguarding people’s well-being, covering basic health, maternity, and long-term care insurance. The involvement of student observers from Shanghai Polytechnic has provided valuable data for regulation and significantly improved public satisfaction by addressing violations in care facilities. He expressed deep appreciation for the school’s contributions and looked forward to continued cooperation.

Project leader Lu Feijie presented a detailed report covering five areas: project management, monitoring methods, results, issues found, and suggestions. The project involved observer recruitment, mobilization meetings, app-based check-ins, data collection, and community visits. With clear task divisions, it covered 12 towns and 22 institutions, exceeding its monitoring targets.
Vice Chairman Sun Hongping outlined the strengths of the school’s social work program in managing such projects, emphasizing the students’ professionalism and objectivity. He noted the project’s positive results and its growing recognition at the city level.
Li Dongyan expressed full approval of the monitoring outcomes and offered suggestions for further improvement. Zhang Kaiyun mentioned the need for project adjustments in 2025 due to budget changes, emphasizing focused coverage and continued efforts to combat insurance fraud.
Student representatives also shared their experiences, highlighting both the challenges and the personal growth they gained—especially in communication and social awareness.

The meeting provided a platform for in-depth discussion about the project’s implementation, challenges, and future directions. The LTCI Observer Project not only serves the community but also reflects Shanghai Polytechnic’s commitment to social responsibility and talent development.
Looking ahead, the school will continue to strengthen partnerships, apply practical experience, and enhance the quality and impact of its contributions to long-term care services—ensuring this important policy truly benefits the elderly in need.

Before the meeting, Director Zhu Jianzhong and his team toured several of the school’s featured training centers, including the Sino-German SGAVE Demonstration Center, Schneider Advanced Technology Hall, Tencent AI Academy, Baidu Apollo Smart Car Academy, and others, accompanied by Vice President Yang Yiming.
